i´d like to tell you something about a program i found. It increases the quality of cellphone-pics, picture by picture or as a batch-optimization.

I have a question. I downloaded this software to try to make some of my cell pictures look nicer. However, I can't figure out quite how to edit them. Do I have to make an online account and all that before I can do so? Thank you.

Looks just like a simple filter trick. Google's Picasa does a good job at doing the same thing:
