Creating a user defined avatar

Can someone please enlighten me as to how I can create a custom avatar? I've looked and I am probably overlooking some simple thing. I've checked it against Dumpster Sluts and that has an option to upload a custom avatar. Is it something as simple as this?

It looks like the interface isn't set up to upload a custom avatar, perhaps garv can help?

The option is there,,,but could be just an Admin thing at the moment. I've changed yours osecours's ,,if its not the one you wanted let me know.
